हापुड़। जिले में सरकारी अस्पतालों में संस्थागत प्रसव को बढ़ावा देने के प्रयासों के बीच स्वास्थ्य विभाग की एक रिपोर्ट ने अधिकारियों की चिंता बढ़ा दी है। जून माह के आंकड़ों के अनुसार, जिले के 90 से अधिक क्षेत्रों की गर्भवती महिलाएं प्रसव के लिए सामुदायिक स्वास्थ्य केंद्र (सीएचसी) और अन्य सरकारी अस्पतालों तक नहीं पहुंचीं। सबसे अधिक ऐसे क्षेत्र गढ़ सीएचसी से जुड़े पाए गए हैं। मामले को गंभीरता से लेते हुए स्वास्थ्य विभाग ने गोपनीय जांच शुरू कर दी है और संबंधित आशा कार्यकर्ताओं से जवाब मांगने की तैयारी की जा रही है।

विभागीय अधिकारियों के अनुसार, जिले की आबादी के अनुपात में सरकारी अस्पतालों में होने वाले प्रसव की संख्या अपेक्षा से काफी कम है। स्वास्थ्य विभाग का मानना है कि सामान्य परिस्थितियों में कम से कम 50 प्रतिशत प्रसव सरकारी स्वास्थ्य संस्थानों में होने चाहिए, लेकिन वर्तमान स्थिति इससे काफी पीछे है। बताया जा रहा है कि सरकारी अस्पतालों में होने वाले प्रसव का प्रतिशत 25 फीसदी तक भी नहीं पहुंच पा रहा है, जबकि निजी अस्पतालों में प्रसव की संख्या लगातार अधिक बनी हुई है।

गढ़ सीएचसी सबसे अधिक प्रभावित

जून माह की समीक्षा रिपोर्ट में सामने आया कि गढ़ सीएचसी से जुड़े लगभग 40 क्षेत्रों, हापुड़ सीएचसी से जुड़े करीब 25 क्षेत्रों, तथा धौलाना, पिलखुवा और सिंभावली से जुड़े लगभग 25 क्षेत्रों में एक भी गर्भवती महिला ने सरकारी अस्पताल में प्रसव नहीं कराया। इन आंकड़ों ने स्वास्थ्य विभाग को सतर्क कर दिया है।

अधिकारियों को आशंका है कि इन क्षेत्रों की गर्भवती महिलाओं का प्रसव बड़ी संख्या में निजी अस्पतालों में कराया जा रहा है। हालांकि विभाग ने अभी किसी अनियमितता की पुष्टि नहीं की है। इसी कारण यह पता लगाने के लिए जांच शुरू की गई है कि महिलाएं सरकारी अस्पतालों के बजाय निजी संस्थानों का चयन क्यों कर रही हैं।

आशा कार्यकर्ताओं से मांगा जाएगा जवाब

स्वास्थ्य विभाग ने कम प्रगति वाले क्षेत्रों की आशा कार्यकर्ताओं की सूची तैयार कर ली है। जल्द ही सामुदायिक स्वास्थ्य केंद्रों पर विशेष बैठकें आयोजित की जाएंगी, जिनमें आशा कार्यकर्ताओं से कम संस्थागत प्रसव के कारण पूछे जाएंगे। उन्हें सरकारी अस्पतालों में प्रसव के लिए गर्भवती महिलाओं को प्रेरित करने के निर्देश भी दिए जाएंगे।

इसके साथ ही स्वास्थ्य विभाग की टीमें संबंधित गांवों में जाकर हाल ही में प्रसव कराने वाली महिलाओं और उनके परिवारों से बातचीत करेंगी। टीम यह जानने का प्रयास करेगी कि उन्होंने सरकारी अस्पताल के बजाय निजी अस्पताल क्यों चुना, क्या उन्हें किसी ने सलाह दी थी, या इसके पीछे अन्य कोई कारण था।

सीएमओ ने दिए सुधार के निर्देश

मुख्य चिकित्सा अधिकारी (सीएमओ) डॉ. किशोर आहूजा ने कहा कि प्रत्येक समीक्षा बैठक में सरकारी अस्पतालों में संस्थागत प्रसव बढ़ाने के निर्देश दिए जाते हैं। जिले के चारों ब्लॉकों में ऐसे क्षेत्रों की पहचान की गई है, जहां सरकारी अस्पतालों में प्रसव नहीं हुए हैं। संबंधित कर्मियों से स्पष्टीकरण मांगा जा रहा है और स्थिति में सुधार लाने के लिए आवश्यक कदम उठाए जाएंगे।

Hapur Health Department Launches Probe After Sharp Decline in Government Hospital Deliveries Across 90 Villages

Hapur: The Health Department has initiated an investigation after official data revealed that pregnant women from more than 90 areas across Hapur district did not opt for delivery at government hospitals during June. The highest number of such areas falls under the Garh Community Health Centre (CHC), prompting officials to seek explanations from frontline health workers and examine the reasons behind the trend.

According to departmental officials, institutional deliveries at government hospitals remain significantly below expectations. Based on the district's population, health authorities believe that at least 50 percent of deliveries should ideally take place in government healthcare facilities. However, current figures indicate that government hospitals account for less than 25 percent of total deliveries, while private hospitals continue to handle a much larger share.

Garh CHC Records the Highest Number of Zero-Delivery Areas

The June review report found that around 40 villages under Garh CHC, about 25 under Hapur CHC, and another 25 villages under Dhaulana, Pilkhuwa, and Simbhawali reported no institutional deliveries at government hospitals during the month.

The findings have prompted health authorities to conduct a confidential inquiry to determine why expectant mothers are choosing private healthcare facilities instead of government hospitals. Officials have not confirmed any irregularities and said the investigation is intended to understand the underlying reasons.

ASHA Workers to Face Review Meetings

The department has prepared a list of ASHA workers from areas showing poor institutional delivery performance. Meetings will be held at Community Health Centres where health workers will be asked to explain the low numbers and will receive instructions on encouraging pregnant women to utilise government maternity services.

Health teams will also visit the affected villages to interact with women who recently gave birth and their families. Officials plan to gather information on why they preferred private hospitals, whether they received any recommendations, and whether there were concerns related to government healthcare facilities.

CMO Orders Corrective Measures

Chief Medical Officer Dr. Kishore Ahuja said that increasing institutional deliveries in government hospitals remains a priority discussed in every departmental review meeting. He stated that areas with poor performance have been identified across all four development blocks, explanations are being sought from the concerned personnel, and corrective measures will be implemented to improve maternal healthcare services in the district.
