हापुड़। शहर के मंडी नारायण क्षेत्र में सड़क पर कथित अतिक्रमण को लेकर एक परिवार ने मुख्यमंत्री से न्याय की गुहार लगाई है। शिकायतकर्ता मोहित सिंघल का आरोप है कि पड़ोसी द्वारा किए गए अतिक्रमण के कारण उनके घर तक आने-जाने का रास्ता अवरुद्ध हो गया है। लंबे समय से विभिन्न सरकारी विभागों के चक्कर लगाने के बावजूद समाधान न मिलने पर उन्होंने मुख्यमंत्री कार्यालय से पूरे मामले की जांच किसी दूसरे जिले के वरिष्ठ अधिकारियों से कराने की मांग की है।

मोहित सिंघल का कहना है कि उन्होंने इस प्रकरण को लेकर वर्षों से लगातार प्रशासन के समक्ष शिकायतें दर्ज कराई हैं। उनके अनुसार, विभिन्न विभागों को 100 से अधिक प्रार्थना पत्र दिए जा चुके हैं, जबकि मुख्यमंत्री जनसुनवाई पोर्टल पर भी 50 से अधिक शिकायतें दर्ज कराई गईं। इसके बावजूद समस्या का स्थायी समाधान नहीं हो सका।

शिकायत में आरोप लगाया गया है कि पड़ोसी मयंक और राजीव गर्ग ने सड़क पर अतिक्रमण कर सार्वजनिक मार्ग को प्रभावित किया है, जिससे उनके परिवार को रोजमर्रा के आवागमन में परेशानी का सामना करना पड़ रहा है। उनका दावा है कि संबंधित विभागों की कार्रवाई एक-दूसरे से अलग रही, जिसके कारण मामला आज तक लंबित है।

शिकायतकर्ता के अनुसार, नगर पालिका परिषद ने अपनी रिपोर्ट में संबंधित भूमि को निजी संपत्ति बताते हुए अतिक्रमण हटाने की कार्रवाई नहीं की, जबकि हापुड़-पिलखुवा विकास प्राधिकरण की जांच में कथित रूप से अतिक्रमण की पुष्टि होने की बात सामने आई। इसके बावजूद कार्रवाई न होने से उन्होंने विभागीय कार्यप्रणाली पर सवाल उठाए हैं।

मोहित सिंघल ने मुख्यमंत्री से मांग की है कि मामले की निष्पक्ष जांच किसी अन्य जिले के अधिकारियों से कराई जाए, ताकि वास्तविक स्थिति सामने आ सके और यदि सरकारी भूमि पर अतिक्रमण पाया जाए तो उसे तत्काल हटाकर दोषियों के विरुद्ध नियमानुसार कार्रवाई की जाए। उनका कहना है कि जिला स्तर पर उन्हें न्याय मिलने की उम्मीद नहीं रह गई है, इसलिए उच्च स्तर पर हस्तक्षेप आवश्यक है।

मुख्यमंत्री कार्यालय ने शिकायत का संज्ञान लेते हुए प्रकरण को नियमानुसार कार्रवाई के लिए हापुड़ के जिलाधिकारी को अग्रसारित कर दिया है। अब प्रशासनिक जांच के बाद आगे की कार्रवाई पर सभी की निगाहें टिकी हैं। हालांकि, खबर लिखे जाने तक इस मामले में संबंधित विभागों या जिन लोगों पर आरोप लगाए गए हैं, उनकी ओर से कोई आधिकारिक प्रतिक्रिया सामने नहीं आई है।

Family Alleges Road Encroachment, Seeks Independent Probe by Officials from Another District

Hapur: A family from the Mandi Narayan area of Hapur has approached the Chief Minister, alleging that an encroachment on a public road by neighbouring residents has blocked access to their home. The complainant, Mohit Singhal, has requested that the matter be investigated by senior officials from another district, claiming he has lost faith in the local administrative process.

According to the complaint, Mohit Singhal alleged that his neighbours, Mayank and Rajeev Garg, have encroached upon the road, obstructing the family's regular passage. He claimed that despite submitting more than 100 written representations to various government departments over the years and lodging over 50 complaints through the Chief Minister's public grievance portal, no permanent solution has been provided.

The complaint further alleges that while the Hapur Municipal Council treated the disputed land as private property and refrained from taking action, an inquiry conducted by the Hapur-Pilkhuwa Development Authority reportedly confirmed the alleged encroachment. Despite this, the complainant claims that no effective action has been taken and that different departments have continued to shift responsibility.

Seeking a fair and impartial investigation, Mohit Singhal has urged the Chief Minister to assign the inquiry to senior officials from another district. He has also requested that, if the land is found to be government property, the alleged encroachment be removed and appropriate legal action be initiated against those responsible.

The Chief Minister's Office has forwarded the complaint to the Hapur District Magistrate for action as per the prescribed procedure. The complainant is now awaiting the outcome of the administrative inquiry. Meanwhile, no official response has been issued by the concerned departments or by the individuals named in the complaint at the time of filing this report.
