हापुड़। अग्रवाल महासभा (पंजी.) हापुड़ के वर्ष 2026-2029 के चुनाव को लेकर विवाद लगातार गहराता जा रहा है। चुनाव की तिथि घोषित होने के बाद अब चुनाव स्थल को लेकर भी मतभेद खुलकर सामने आ गए हैं। प्रधान पद के प्रत्याशी अतुल चौकड़ायत की ओर से जिलाधिकारी और मुख्य विकास अधिकारी को ज्ञापन सौंपकर चुनाव प्रक्रिया को निष्पक्ष एवं शांतिपूर्ण ढंग से संपन्न कराने की मांग की गई है। साथ ही एसएसवी डिग्री कॉलेज, हापुड़ को छोड़कर किसी अन्य मतदान स्थल पर जल्द चुनाव कराने का अनुरोध किया गया है।

जिलाधिकारी को दिए गए ज्ञापन में कहा गया है कि अग्रवाल महासभा की वर्ष 2023-2026 की प्रबंधन समिति का कार्यकाल 4 मार्च 2026 को समाप्त हो चुका था, लेकिन निर्धारित समयावधि में चुनाव नहीं कराए गए। इसके बाद उपनिबंधक फर्म्स एवं सोसायटीज, मेरठ ने सोसायटी रजिस्ट्रेशन एक्ट-1860 की धारा 25(2) के तहत 30 मई 2026 को पूर्व प्रबंधन समिति को कालातीत घोषित कर दिया और जिला कृषि अधिकारी, हापुड़ को चुनाव अधिकारी नियुक्त करते हुए एक माह के भीतर चुनाव संपन्न कराने के निर्देश जारी किए।

ज्ञापन के अनुसार चुनाव अधिकारी ने 22 जुलाई 2026 को पत्र जारी कर 6 अगस्त 2026 को आर्य कन्या पाठशाला, स्वर्ग आश्रम रोड, हापुड़ में मतदान कराने का कार्यक्रम घोषित किया। आरोप लगाया गया कि इसके बाद पूर्व प्रबंधन समिति के पदाधिकारी लगातार चुनाव की तिथि और मतदान स्थल को लेकर आपत्तियां दर्ज करा रहे हैं तथा चुनाव स्थल बदलवाने के लिए दबाव बना रहे हैं।

ज्ञापन में यह भी उल्लेख किया गया कि पूर्व प्रबंधन समिति का आग्रह है कि मतदान पूर्व की भांति एसएसवी डिग्री कॉलेज में ही कराया जाए, जबकि वर्ष 2023-26 का चुनाव एसएसवी डिग्री कॉलेज में हुआ था और उससे पहले का चुनाव श्री शांति स्वरूप कृषि इंटर कॉलेज में कराया गया था। ऐसे में किसी एक स्थल को परंपरा बताकर चुनाव कराने का कोई औचित्य नहीं है।

इसके साथ ही वर्ष 2025 में श्री शिक्षा प्रसार समिति, हापुड़ के चुनाव का भी हवाला दिया गया। ज्ञापन में कहा गया कि उस चुनाव के बाद कुछ सदस्यों ने उपनिबंधक फर्म्स एवं सोसायटीज, मेरठ से शिकायत की थी कि चुनाव प्रक्रिया के दौरान स्टाफ द्वारा अनियमितताएं बरती गईं। मामले का संज्ञान लेते हुए जांच के लिए उपजिलाधिकारी हापुड़ को पत्र भेजा गया था और वह जांच अभी भी लंबित बताई गई है। ऐसे में निष्पक्षता और पारदर्शिता बनाए रखने के लिए एसएसवी डिग्री कॉलेज के स्थान पर किसी अन्य मतदान स्थल का चयन किया जाना उचित होगा।

ज्ञापन में जिलाधिकारी से अनुरोध किया गया कि अग्रवाल समाज के हितों को ध्यान में रखते हुए किसी भी रविवार को एसएसवी डिग्री कॉलेज को छोड़कर किसी अन्य उपयुक्त मतदान स्थल पर शीघ्र चुनाव कराया जाए, ताकि समाज के विकास एवं कल्याण से जुड़ी योजनाएं प्रभावित न हों और नई प्रबंधन समिति समय पर अपना कार्यभार संभाल सके।

प्रधान पद के प्रत्याशी अतुल चौकड़ायत ने कहा, "हमारी मांग केवल निष्पक्ष, पारदर्शी और शांतिपूर्ण चुनाव कराने की है। उपनिबंधक के आदेश के बाद चुनाव अधिकारी ने पूरी प्रक्रिया के तहत चुनाव कार्यक्रम घोषित किया है, लेकिन कुछ लोग लगातार चुनाव प्रक्रिया में बाधा डालने और भ्रम की स्थिति पैदा करने का प्रयास कर रहे हैं। हमारा किसी व्यक्ति या संस्था से कोई विरोध नहीं है, लेकिन चुनाव ऐसा होना चाहिए जिस पर समाज के प्रत्येक मतदाता को पूरा विश्वास हो। जिस मतदान स्थल को लेकर पहले से विवाद और शिकायतें सामने आ चुकी हैं, वहां चुनाव कराना भविष्य में फिर विवाद को जन्म दे सकता है।

हमने जिलाधिकारी से आग्रह किया है कि समाज के व्यापक हित में एसएसवी डिग्री कॉलेज के अतिरिक्त किसी अन्य उपयुक्त स्थल पर शीघ्र मतदान कराया जाए। हमारा उद्देश्य किसी को लाभ या हानि पहुंचाना नहीं, बल्कि अग्रवाल महासभा को एक निष्पक्ष, लोकतांत्रिक और विवाद-मुक्त चुनाव प्रक्रिया देना है। हमें प्रशासन पर पूरा भरोसा है कि वह निष्पक्ष निर्णय लेकर समाज की भावनाओं का सम्मान करेगा और समयबद्ध तरीके से चुनाव संपन्न कराएगा।"

New Twist in Agrawal Mahasabha Elections: Candidate Appeals to DM, Seeks Change of Polling Venue from SSV College

Hapur: The election process for the Agrawal Mahasabha (Registered), Hapur for the 2026–2029 term has taken a fresh turn as the controversy over the polling venue intensifies. Atul Chaukadayat, a candidate for the post of President, has submitted a memorandum to the District Magistrate (DM) and the Chief Development Officer (CDO), urging the administration to ensure a fair, transparent, and peaceful election. He has also requested that the polling venue be shifted from SSV Degree College, Hapur, and that voting be conducted at an alternative location at the earliest.

According to the memorandum, the tenure of the Agrawal Mahasabha's 2023–2026 managing committee expired on March 4, 2026, but elections were not conducted within the stipulated period. Subsequently, on May 30, 2026, the Deputy Registrar, Firms, Societies and Chits, Meerut, declared the previous management committee time-barred under Section 25(2) of the Societies Registration Act, 1860. The Deputy Registrar appointed the District Agriculture Officer, Hapur, as the Election Officer and directed that the elections be completed within one month.

The memorandum further states that the Election Officer issued a notification on July 22, 2026, announcing that polling would be held on August 6, 2026, at Arya Kanya Pathshala, Swarg Ashram Road, Hapur. However, it alleges that members of the former management committee have since been repeatedly objecting to both the election date and the polling venue while attempting to have the venue shifted.

The memorandum also points out that while the previous management committee insists that polling should once again be held at SSV Degree College, the 2023–2026 election was indeed conducted there, whereas the election before that took place at Shri Shanti Swaroop Krishi Inter College. Therefore, it argues that no single venue can be considered a long-standing tradition.

The representation also refers to the 2025 election of Shri Shiksha Prasar Samiti, Hapur, claiming that complaints regarding alleged irregularities by staff during that election were submitted to the Deputy Registrar. The matter was referred to the Sub-Divisional Magistrate (SDM), Hapur, for inquiry, and the investigation is reportedly still pending. In view of these circumstances, the memorandum argues that selecting a venue other than SSV Degree College would help maintain transparency and public confidence in the election process.

The memorandum requests the District Magistrate to organize polling on any Sunday at a suitable venue other than SSV Degree College so that the election can be conducted without controversy and the newly elected management committee can assume charge without unnecessary delay.

Speaking on the issue, Atul Chaukadayat, a candidate for the President's post, said:

"Our only demand is for a fair, transparent, and peaceful election. After the Deputy Registrar's order, the Election Officer announced the election schedule following due process. However, some individuals are continuously trying to obstruct the election process and create confusion. We have no objection to any individual or institution, but the election must be conducted in a manner that inspires confidence among every voter. Holding the election at a venue that has already been associated with disputes and complaints may lead to fresh controversy.

We have requested the District Magistrate to select an alternative polling venue in the larger interest of the Agrawal community. Our objective is neither to benefit nor harm anyone but to ensure a fair, democratic, and dispute-free election. We have full faith in the administration and are confident that it will take an impartial decision while respecting the sentiments of the community and ensuring the timely completion of the election process."
