हापुड़। जिले में बेसिक शिक्षा विभाग के तहत अंग्रेजी माध्यम की पाठ्यपुस्तकों के वितरण को लेकर सवाल खड़े हो गए हैं। जानकारी के अनुसार, आवश्यकता से कहीं अधिक संख्या में अंग्रेजी माध्यम की किताबें मंगाई गईं, जिसके बाद अतिरिक्त स्टॉक को कई हिंदी माध्यम के प्राथमिक विद्यालयों में भी भेज दिया गया।

बताया जा रहा है कि वर्ष 2017-18 में जिले के चारों विकासखंडों में पांच-पांच सरकारी विद्यालयों को अंग्रेजी माध्यम में परिवर्तित किया गया था। हालांकि इन विद्यालयों में अंग्रेजी माध्यम के अनुरूप शिक्षकों की नियुक्ति की प्रक्रिया अब तक पूरी नहीं हो सकी है, लेकिन हर साल अंग्रेजी माध्यम की किताबें उपलब्ध कराई जाती रही हैं।

इस बार कथित तौर पर छात्र संख्या की तुलना में कई गुना अधिक किताबें पहुंचीं। अंग्रेजी माध्यम के विद्यालयों में वितरण के बाद भी बड़ी मात्रा में किताबें बच गईं। अतिरिक्त पुस्तकों को कुछ ब्लॉक संसाधन केंद्रों (बीआरसी) और अन्य कार्यालयों में रखा गया, जबकि शेष किताबें हिंदी माध्यम के स्कूलों में भेज दी गईं। कई विद्यालयों को 5 से लेकर 20 सेट तक उपलब्ध कराए जाने की बात सामने आई है।

हिंदी माध्यम के विद्यालयों में इन पुस्तकों का उपयोग नहीं हो पा रहा है, क्योंकि वहां का पाठ्यक्रम अलग है। ऐसे में किताबें बिना इस्तेमाल के पड़ी हैं, जिससे सरकारी संसाधनों के उपयोग पर सवाल उठ रहे हैं।

जिला बेसिक शिक्षा अधिकारी दीपा भाटी ने कहा कि यह पुस्तकों का आवंटन उनके कार्यभार संभालने से पहले हुआ था। उन्होंने बताया कि पूरे मामले की जांच कराई जाएगी। साथ ही उन्होंने यह भी कहा कि कक्षा पांच की कुछ पुस्तकों की कमी है, जिसके लिए नई मांग भेजी जा चुकी है।

वहीं, प्राथमिक शिक्षक संघ के जिला मंत्री नीरज चौधरी का कहना है कि हिंदी माध्यम के विद्यालयों में भेजी गई अंग्रेजी माध्यम की किताबें विद्यार्थियों के लिए उपयोगी नहीं हैं, क्योंकि उनका पाठ्यक्रम अलग है।

Excess English-Medium Textbooks Distributed; Surplus Sent to Hindi-Medium Schools in Hapur

Hapur: Questions have been raised over the distribution of English-medium textbooks in the district after reports emerged that the Basic Education Department received far more books than required. The surplus stock was reportedly distributed to several Hindi-medium government schools, where the books have little practical use.

The district had converted five government schools in each of its four development blocks into English-medium institutions during 2017–18. Although the process of appointing teachers specifically trained for English-medium education has remained incomplete, English-medium textbooks have continued to be supplied to these schools.

According to sources, the number of books received this year was significantly higher than the actual requirement based on student enrollment. Even after supplying the designated English-medium schools, a large quantity of books remained unused. Some were stored at Block Resource Centres (BRCs) and other offices, while many sets were distributed to Hindi-medium schools.

Since these schools follow a different curriculum, neither students nor teachers are making use of the English-medium books, raising concerns over the effective utilization of educational resources.

District Basic Education Officer Deepa Bhati stated that the textbooks had been supplied before she assumed charge and that they were intended only for English-medium schools. She said an inquiry would be conducted to determine the reasons behind the distribution. She also added that there is a shortage of some Class 5 textbooks, for which a fresh demand has already been sent.

Meanwhile, Neeraj Chaudhary, District Secretary of the Primary Teachers' Association, said that the English-medium books sent to Hindi-medium schools are not relevant to their prescribed syllabus, making them largely unusable for students.
