हापुड़। उत्तर प्रदेश के स्टांप वेंडरों और अधिकृत संग्रह केंद्र (एसीसी) संचालकों ने मुख्यमंत्री से शासनादेश संख्या 2523, दिनांक 4 जून 2026 में संशोधन की मांग करते हुए कहा है कि नई व्यवस्था लागू होने से प्रदेश के करीब 20 हजार स्टांप वेंडर और एसीसी संचालक बेरोजगारी के कगार पर पहुंच जाएंगे। उनका दावा है कि इससे करीब एक लाख लोगों की आजीविका प्रभावित होगी।

मुख्यमंत्री को भेजे गए ज्ञापन में स्टांप वेंडरों ने कहा कि वर्तमान व्यवस्था के तहत प्रत्येक स्टांप जारी करने पर स्टेशनरी, प्रिंटर, बिजली और अन्य खर्च उन्हें स्वयं वहन करना पड़ रहा है, जिससे प्रति स्टांप आर्थिक नुकसान उठाना पड़ता है। वर्ष 2019 से बड़ी संख्या में प्रपत्र संख्या-3 का रिकॉर्ड भी उनके पास जमा है, जबकि रिकॉर्ड सुरक्षित रखने की जिम्मेदारी संबंधित एजेंसी की है।

ज्ञापन में कहा गया है कि छोटे मूल्य के स्टांप जारी करने में भी प्रपत्र संख्या-3 भरने की अनिवार्यता के कारण समय और कागज दोनों की बर्बादी हो रही है। स्टांप वेंडरों ने 500 रुपये तक के स्टांप पर इस व्यवस्था को तत्काल समाप्त करने की मांग की है।

स्टांप वेंडरों ने सरकार से छह प्रमुख मांगें रखते हुए स्टेशनरी खर्च का भुगतान कराने, छोटे मूल्य के स्टांप की पूर्व व्यवस्था बहाल करने, नीति निर्माण में उनकी भागीदारी सुनिश्चित करने, स्टांप वेंडर कल्याण कानून बनाने, लोकसेवक का दर्जा मिलने पर बीमा, चिकित्सा और अन्य सुविधाएं देने तथा सभी मूल्य वर्ग के स्टांप के लिए रंगीन कागज उपलब्ध कराने की मांग की है।

ज्ञापन में सर्वोच्च न्यायालय के एक फैसले का हवाला देते हुए कहा गया है कि नई ई-पंजीकरण व्यवस्था में एसीसी को अधिकृत संस्था के रूप में समायोजित किया जाए तथा 4 जून 2026 के शासनादेश के क्रियान्वयन पर रोक लगाकर यथास्थिति बनाए रखी जाए। स्टांप वेंडरों का कहना है कि सरकार का एक फैसला हजारों परिवारों की आजीविका बचा सकता है।

UP Stamp Vendors Urge Chief Minister to Amend Government Order, Say 20,000 Families Face Livelihood Crisis

Hapur: Authorized Collection Centre (ACC) operators and stamp vendors across Uttar Pradesh have appealed to the Chief Minister to amend Government Order No. 2523 dated June 4, 2026, claiming that the new policy has pushed nearly 20,000 ACC operators and stamp vendors towards unemployment, threatening the livelihood of around one lakh family members.

In a memorandum submitted to the Chief Minister, the vendors stated that the current system has created a severe financial burden on them. They alleged that they are required to bear the cost of stationery, printers, electricity and other operational expenses for every stamp issued, resulting in financial losses instead of earnings. They also pointed out that a large number of Form-3 preview records have been accumulating since 2019, despite record preservation being the responsibility of the concerned agency.

The memorandum further stated that making Form-3 mandatory even for low-value stamp papers up to ₹500 leads to unnecessary paperwork, wastage of time and increased stationery costs. The vendors have demanded that this requirement be abolished for stamp papers valued at ₹500 or below.

The ACC operators and stamp vendors have placed six major demands before the state government. These include reimbursement of stationery expenses or permission to recover the cost from buyers, continuation of the printing and distribution of low-value manual stamp papers, mandatory consultation with ACC representatives before framing any policy, enactment of a welfare law for stamp vendors, provision of insurance, medical and other social security benefits, and adequate supply of coloured security paper for all denominations of stamp papers.

Citing a Supreme Court judgment, the memorandum also requested that ACC operators be accommodated as authorized entities under the new e-registration system. The vendors urged the government to keep the implementation of the June 4, 2026 Government Order in abeyance until their concerns are addressed.

The association warned that without amendments to the policy, nearly 20,000 stamp vendors and ACC operators, along with their dependent families, could face a serious livelihood crisis across Uttar Pradesh.
