हापुड़। जिले के सरकारी अस्पतालों में आधुनिक स्वास्थ्य सुविधाएं उपलब्ध कराने की योजना फिलहाल अधूरी नजर आ रही है। जिला अस्पताल, ट्रॉमा सेंटर और चार सामुदायिक स्वास्थ्य केंद्रों (सीएचसी) में बनाए जा रहे छह मॉड्यूलर ऑपरेशन थिएटर (ओटी) निर्धारित समय सीमा बीत जाने के बावजूद स्वास्थ्य विभाग को हैंडओवर नहीं किए जा सके हैं। निर्माण कार्य लंबित रहने से मरीजों को अत्याधुनिक सर्जिकल सुविधाओं का लाभ नहीं मिल पा रहा है।

स्वास्थ्य विभाग के अधिकारियों के अनुसार शासन ने जिला अस्पताल में दो, हापुड़, धौलाना और गढ़मुक्तेश्वर सीएचसी में एक-एक तथा ट्रॉमा सेंटर में एक मॉड्यूलर ऑपरेशन थिएटर स्थापित करने की स्वीकृति दी थी। इस परियोजना का निर्माण कार्य यूपी सीडको को सौंपा गया था और इसे 31 मार्च तक पूरा कर विभाग को सौंपना था। हालांकि तय समय बीत जाने के कई महीने बाद भी निर्माण कार्य पूर्ण नहीं हो सका है।

लगातार हो रही देरी को लेकर मुख्य चिकित्सा अधिकारी (सीएमओ) की ओर से कई बार पत्राचार किया गया, लेकिन कार्यदायी संस्था की ओर से अपेक्षित गति से काम नहीं किया गया। मामले की समीक्षा के दौरान जिलाधिकारी कविता मीना ने नाराजगी जताते हुए कार्यदायी संस्था के अधिकारियों को कड़ी फटकार लगाई और शेष कार्य को प्राथमिकता के आधार पर जल्द पूरा करने के निर्देश दिए। उन्होंने स्पष्ट किया कि स्वास्थ्य संबंधी परियोजनाओं में किसी भी प्रकार की लापरवाही स्वीकार नहीं की जाएगी।

सर्जनों की भारी कमी, आधुनिक ओटी भी बेअसर होने की आशंका

जिले के सरकारी अस्पतालों में केवल भवन और उपकरण ही नहीं, बल्कि विशेषज्ञ डॉक्टरों की कमी भी बड़ी चुनौती बनी हुई है। स्वास्थ्य विभाग के अनुसार पूरे जिले में मात्र एक सर्जन कार्यरत है। इसी तरह स्त्री एवं प्रसूति रोग विशेषज्ञ भी केवल एक ही हैं। ट्रॉमा सेंटर में भी सर्जनों के अधिकांश पद लंबे समय से खाली पड़े हैं।

ऐसे में सवाल उठ रहा है कि यदि सभी मॉड्यूलर ऑपरेशन थिएटर शुरू भी हो जाते हैं, तो पर्याप्त विशेषज्ञ डॉक्टरों के अभाव में इनका पूरा लाभ मरीजों तक कैसे पहुंच पाएगा। स्वास्थ्य विशेषज्ञों का मानना है कि आधुनिक चिकित्सा उपकरणों के साथ प्रशिक्षित चिकित्सकों की उपलब्धता भी उतनी ही आवश्यक है।

सिजेरियन प्रसव की सुविधा भी प्रभावित

विशेषज्ञ डॉक्टरों की कमी का सबसे अधिक असर गर्भवती महिलाओं पर पड़ रहा है। अधिकांश सामुदायिक स्वास्थ्य केंद्रों में स्त्री रोग विशेषज्ञ उपलब्ध नहीं होने के कारण सिजेरियन प्रसव नियमित रूप से नहीं हो पा रहे हैं। कई बार निजी चिकित्सकों को बुलाना पड़ता है या फिर गर्भवतियों को अन्य अस्पतालों में रेफर करना पड़ता है।

स्वास्थ्य विभाग के जानकारों का कहना है कि यही वजह है कि सरकारी अस्पतालों में संस्थागत प्रसव की संख्या लगातार प्रभावित हो रही है। मरीज बेहतर और समय पर इलाज के लिए निजी अस्पतालों का रुख करने को मजबूर हो रहे हैं।

स्थानीय लोगों ने मांग की है कि मॉड्यूलर ऑपरेशन थिएटरों का निर्माण शीघ्र पूरा कराया जाए और साथ ही विशेषज्ञ डॉक्टरों की नियुक्ति भी जल्द की जाए, ताकि जिले के लोगों को सरकारी अस्पतालों में ही बेहतर और सुलभ स्वास्थ्य सेवाएं मिल सकें।

Six Modular Operation Theatres Yet to Be Handed Over in Hapur; Delays Draw DM's Warning, Shortage of Specialists Remains a Major Concern

Hapur: The much-awaited modernization of government healthcare facilities in Hapur has suffered significant delays, as six modular operation theatres (OTs) at the District Hospital, Trauma Centre, and four Community Health Centres (CHCs) have not yet been handed over to the Health Department despite the project deadline having passed months ago.

The project was launched to strengthen surgical infrastructure in government hospitals and improve access to advanced medical care. Under the plan, two modular operation theatres were sanctioned for the District Hospital, one each for the CHCs in Hapur, Dhaulana, and Garhmukteshwar, and one for the Trauma Centre. The construction work was assigned to UP SIDCO, with a completion deadline of March 31.

However, officials say the work remains incomplete, preventing hospitals from utilizing the new facilities and delaying improved surgical services for patients.

Following repeated correspondence from the Chief Medical Officer (CMO) regarding the pending work, the issue was reviewed by District Magistrate Kavita Meena, who reportedly expressed strong displeasure over the delay. She directed the executing agency to complete the remaining work on priority and warned against further negligence in healthcare infrastructure projects.

Shortage of Surgeons Raises Questions Over Future Operations

Even after the operation theatres become operational, another major challenge remains—the severe shortage of specialist doctors.

According to health officials, the entire district currently has only one general surgeon in the government healthcare system. Similarly, there is only one gynecologist and obstetrician, while most surgeon posts at the Trauma Centre remain vacant.

Medical experts believe that without adequate specialist staff, newly constructed modular operation theatres may not be fully utilized, limiting the benefits of the infrastructure investment.

Cesarean Deliveries Continue to Be a Major Challenge

The shortage of gynecologists has also affected maternal healthcare across the district. Most Community Health Centres are unable to perform cesarean deliveries because specialist doctors are unavailable. In many cases, private specialists have to be called in, or pregnant women are referred to other hospitals for surgery.

Health officials say these limitations are one of the major reasons behind the declining number of institutional deliveries in government hospitals, as many expectant mothers prefer private healthcare facilities where emergency surgical services are more readily available.

Residents have urged the administration to ensure both the early completion of the modular operation theatres and the recruitment of specialist doctors so that government hospitals can provide modern, affordable, and timely surgical care to the public.
