हापुड़। नगर पालिका की बुलडोजर कार्रवाई का असर महज तीन दिन भी नहीं टिक सका। जिस गोल मार्केट में 1 जुलाई को जिलाधिकारी कविता मीना के निर्देश पर अवैध अतिक्रमण के खिलाफ अभियान चलाकर नाले पर बनी अस्थायी दुकानों और अतिक्रमण को हटाया गया था, वहीं शनिवार को दोबारा नाले पर दुकानें सज गईं। इससे नगर पालिका की कार्रवाई की गंभीरता पर सवाल खड़े होने लगे हैं। स्थानीय लोगों का कहना है कि यदि अतिक्रमण हटाने के बाद लगातार निगरानी और सख्ती नहीं होगी तो ऐसे अभियान केवल औपचारिकता बनकर रह जाएंगे।

1 जुलाई को नगर पालिका के राजस्व निरीक्षक सुनील कुमार के नेतृत्व में गोल मार्केट क्षेत्र में बुलडोजर चलाकर नाले पर किए गए अवैध कब्जों को हटाया गया था। अभियान के दौरान लाउडस्पीकर से घोषणा कर अतिक्रमणकारियों को स्पष्ट चेतावनी दी गई थी कि भविष्य में दोबारा अतिक्रमण किए जाने पर जुर्माना लगाने के साथ कड़ी कार्रवाई की जाएगी। उस समय नगर पालिका ने इसे शहर को अतिक्रमण मुक्त बनाने की दिशा में बड़ी पहल बताया था।

लेकिन कार्रवाई के केवल तीन दिन बाद ही हालात फिर पुराने जैसे नजर आने लगे। शनिवार को गोल मार्केट में नाले के ऊपर दोबारा दुकानें सजी दिखाई दीं। फुटपाथ और नाले पर कब्जा होने से राहगीरों को आवागमन में परेशानी का सामना करना पड़ रहा है। सबसे बड़ी बात यह है कि गोल मार्केट नगर पालिका कार्यालय के बिल्कुल समीप स्थित है, जहां से प्रतिदिन अधिकारियों और कर्मचारियों का आना-जाना लगा रहता है। इसके बावजूद दोबारा हुए अतिक्रमण पर कोई रोक नहीं लग सकी।

स्थानीय व्यापारियों और नागरिकों का कहना है कि अतिक्रमणकारियों में अब कार्रवाई का कोई भय दिखाई नहीं देता। उनका मानना है कि समय-समय पर अभियान चलाकर अतिक्रमण हटाया जाता है, लेकिन कुछ ही दिनों बाद फिर वही स्थिति बन जाती है। यही कारण है कि अतिक्रमण करने वाले बेखौफ होकर दोबारा कब्जा कर लेते हैं। लोगों का कहना है कि यदि पहली बार ही नियमों के अनुसार सख्त जुर्माना और कानूनी कार्रवाई की जाए तो दोबारा अतिक्रमण की नौबत नहीं आएगी।

शहरवासियों का कहना है कि करोड़ों रुपये खर्च कर सड़कों, नालों और फुटपाथों का निर्माण कराया जाता है, लेकिन उन पर लगातार हो रहे अवैध कब्जों से आम जनता को परेशानी उठानी पड़ती है। उन्होंने मांग की कि केवल बुलडोजर चलाने के बजाय नियमित निगरानी, जुर्माना और लगातार अभियान चलाकर स्थायी समाधान सुनिश्चित किया जाए।

अब बड़ा सवाल यह है कि क्या नगर पालिका दोबारा जिलाधिकारी के आदेशों का इंतजार करेगी या फिर अपने स्तर पर तत्काल कार्रवाई कर अतिक्रमणकारियों के खिलाफ सख्त कदम उठाएगी। यदि समय रहते प्रभावी कार्रवाई नहीं हुई तो शहर में अवैध अतिक्रमण एक बार फिर पहले की तरह पैर पसारता नजर आएगा।

Hapur: The Hapur Municipal Council's anti-encroachment drive has lost its impact within just three days. Illegal shops have once again appeared over the drain in Gol Market, where a bulldozer operation was carried out on July 1 following the directions of District Magistrate Kavita Meena. The swift return of encroachments has raised serious questions about the effectiveness of the civic body's enforcement measures.

On July 1, under the supervision of Municipal Revenue Inspector Sunil Kumar, the Municipal Council launched a demolition drive in Gol Market, removing illegal structures and temporary shops built over the drain. During the operation, officials also made public announcements warning encroachers that any future violations would invite strict action, including monetary penalties.

However, despite those warnings, the situation has returned to square one. On Saturday, illegal stalls were once again found occupying the drain and adjoining public space. The reappearance of these encroachments within such a short span has sparked criticism from local residents, who believe that one-time demolition drives without continuous monitoring fail to produce lasting results.

Gol Market is located adjacent to the Municipal Council office, where civic officials pass through every day. Residents questioned how fresh encroachments could take place so openly despite the area's proximity to the municipal headquarters. They argued that the return of illegal structures reflects a lack of regular surveillance and strict follow-up action.

According to local citizens, encroachers no longer fear municipal action because demolition drives are carried out only occasionally, allowing illegal occupants to return within days.

They believe that unless repeat offenders are penalized with hefty fines and legal action, temporary drives will continue to have little deterrent effect.

Residents also pointed out that public infrastructure, including roads, footpaths, and drainage systems, is built using taxpayers' money, yet illegal encroachments continue to inconvenience pedestrians and affect traffic movement. They have urged the Municipal Council to adopt a sustained enforcement strategy instead of relying on periodic demolition campaigns.

The incident has once again raised a key question: will the Municipal Council wait for fresh directions from the District Magistrate before taking action again, or will it initiate immediate enforcement against repeat encroachers? Without consistent monitoring and strict implementation, citizens fear that illegal encroachments will continue to spread across the city.
