हापुड़। अखिल भारतीय आशा कर्मचारी महासंघ (भारतीय मजदूर संघ की इकाई) के बैनर तले गुरुवार को जिले की आशा कार्यकर्ताओं ने अपनी विभिन्न लंबित मांगों को लेकर जिलाधिकारी के माध्यम से प्रधानमंत्री, केंद्रीय स्वास्थ्य मंत्री और उत्तर प्रदेश के मुख्यमंत्री के नाम ज्ञापन सौंपा। ज्ञापन में आशा कर्मियों को नियमित वेतन, सामाजिक सुरक्षा, पदोन्नति, पेंशन सहित 17 प्रमुख मांगों को जल्द लागू करने की मांग की गई।

महासंघ के पदाधिकारियों ने बताया कि 30 एवं 31 जून 2026 को पुणे (महाराष्ट्र) में आयोजित राष्ट्रीय कार्यसमिति की बैठक में देश के विभिन्न राज्यों से आए प्रतिनिधियों ने आशा कर्मियों की समस्याओं पर विस्तार से चर्चा की थी। बैठक में यह निर्णय लिया गया कि सभी जिलों में पुनः ज्ञापन देकर सरकार का ध्यान लंबित मांगों की ओर आकर्षित किया जाए। इसी क्रम में हापुड़ में भी आशा कार्यकर्ताओं ने जिलाधिकारी कार्यालय पहुंचकर ज्ञापन सौंपा।

ज्ञापन में कहा गया कि राष्ट्रीय स्वास्थ्य मिशन (एनएचएम) के अंतर्गत देशभर में 10 लाख से अधिक आशा कार्यकर्ता ग्रामीण और शहरी क्षेत्रों में मातृ एवं शिशु स्वास्थ्य, टीकाकरण, स्वच्छता, पोषण, परिवार कल्याण और विभिन्न सरकारी योजनाओं के सफल क्रियान्वयन में महत्वपूर्ण भूमिका निभा रही हैं। इसके बावजूद उन्हें नियमित वेतन के बजाय केवल विभिन्न योजनाओं के आधार पर प्रोत्साहन राशि (इंसेंटिव) दी जाती है, जो उनके कार्य के अनुरूप पर्याप्त नहीं है।

महासंघ ने कहा कि वर्ष 2018 में प्रधानमंत्री द्वारा आशा कार्यकर्ताओं के इंसेंटिव को दोगुना करने की घोषणा की गई थी, लेकिन केवल सीमित गतिविधियों पर मिलने वाली राशि में ही वृद्धि की गई। अन्य कार्यों के लिए निर्धारित प्रोत्साहन राशि आज भी पूर्ववत है, जिससे आशा कर्मियों में असंतोष व्याप्त है।

ज्ञापन में मांग की गई कि आशा कार्यकर्ताओं, आशा सहयोगिनी, फैसिलिटेटर, बीटीटी, को-ऑर्डिनेटर समेत सभी कर्मचारियों को न्यूनतम 18 हजार से 36 हजार रुपये तक नियमित वेतन दिया जाए। इसके साथ ही पदोन्नति कैडर, वार्षिक वेतनवृद्धि, समान कार्य के लिए समान वेतन, एनएचएम कर्मचारियों का संविलियन, ठेका प्रथा समाप्त करने, ईपीएफ और ईएसआई की सुविधा, पेंशन, दुर्घटना या मृत्यु पर पांच लाख रुपये मुआवजा, सेवानिवृत्ति पर 10 लाख रुपये की सहायता राशि, एएनएम पद पर पदोन्नति, यात्रा भत्ता, गणवेश, विश्राम कक्ष और अन्य सुविधाएं उपलब्ध कराने की भी मांग उठाई गई।

आशा कर्मियों ने कहा कि सरकार उनकी मांगों पर गंभीरता से विचार कर शीघ्र सकारात्मक निर्णय ले, ताकि स्वास्थ्य सेवाओं में अहम भूमिका निभा रहे कर्मचारियों को सम्मानजनक सेवा शर्तें और सामाजिक सुरक्षा मिल सके। ज्ञापन सौंपने के दौरान महासंघ के पदाधिकारी और बड़ी संख्या में आशा कार्यकर्ता मौजूद रहीं।

ASHA Workers Submit Memorandum Demanding Regular Salaries, Social Security and Pension Benefits

Hapur: ASHA workers under the banner of the All India ASHA Employees Federation (an affiliate of the Bharatiya Mazdoor Sangh) on Thursday submitted a memorandum to the District Magistrate, addressed to the Prime Minister, the Union Health Minister and the Chief Minister of Uttar Pradesh, demanding immediate implementation of their long-pending demands, including regular salaries, social security, pension and other employment benefits.

According to the federation, the decision to submit fresh memorandums across the country was taken during the National Executive Committee meeting held in Pune, Maharashtra, on June 30 and 31, 2026, where representatives from several states discussed the issues faced by ASHA workers.

In the memorandum, the federation stated that more than one million ASHA workers under the National Health Mission (NHM) play a vital role in providing primary healthcare services, promoting maternal and child health, immunization, sanitation, family welfare, and implementing various public health programmes in both rural and urban areas. Despite their significant contribution, they continue to receive only performance-based incentives instead of fixed monthly salaries.

The federation alleged that although the Prime Minister had announced a doubling of ASHA workers' incentives in 2018, the increase was limited to only a few routine activities, while incentives for several other responsibilities have remained unchanged, leaving ASHA workers dissatisfied.

The memorandum demands a fixed monthly salary ranging from ₹18,000 to ₹36,000, depending on the post, for ASHA workers, ASHA facilitators, coordinators and other staff under the NHM. It also seeks the creation of a promotion cadre, annual increments, equal pay for equal work, regularisation under the National Health Mission, abolition of the contractual and NGO-based system, coverage under EPF and ESI, pension after retirement, compensation of ₹5 lakh in case of death or accident during duty, retirement benefits of ₹10 lakh, travel allowance, uniforms, rest rooms in hospitals, vaccination training and other welfare measures.

The ASHA workers urged the Central and State governments to take immediate and meaningful action on their demands, stating that they play a crucial role in strengthening the public healthcare system and deserve fair wages, job security and social protection. Representatives of the federation and a large number of ASHA workers were present while submitting the memorandum.
