हापुड़। गढ़ रोड पर ऊंचे बने नाले को लेकर पहले से चल रही समस्या के बीच अब सड़क निर्माण को लेकर नया विवाद सामने आ गया है। शुक्रवार को लोक निर्माण विभाग (PWD) और नगर पालिका ने मंडी की ओर से सड़क निर्माण और इंटरलॉकिंग टाइल्स बिछाने का कार्य शुरू कराया, जिसका स्थानीय व्यापारियों ने विरोध किया।

व्यापारियों का कहना है कि मौजूदा स्थिति में सड़क निर्माण का तरीका सही नहीं है। उनका आरोप है कि यदि पहले मुख्य सड़क का लेवल तय किए बिना इंटरलॉकिंग टाइल्स बिछा दी गईं, तो भविष्य में सड़क और आसपास की गलियों का स्तर असंतुलित हो सकता है। इससे क्षेत्र के हजारों लोगों और बड़ी संख्या में वाहन चालकों को परेशानी का सामना करना पड़ सकता है।

स्थानीय लोगों का कहना है कि पहले बने नाले की ऊंचाई सड़क से अधिक होने के कारण बारिश का पानी सही तरीके से नाले में नहीं जा पा रहा है। उनका आरोप है कि नाले के निर्माण में तकनीकी खामियां रहने के कारण जलभराव की समस्या लगातार बनी हुई है।

जानकारी के अनुसार, बारिश के दौरान जलभराव की स्थिति को देखते हुए संबंधित विभागों ने फ्लाईओवर की ओर लगभग 600 मीटर सड़क का स्तर बढ़ाकर निर्माण कराने की योजना बनाई है। वहीं मंडी की तरफ से सड़क निर्माण का कार्य भी शुरू कर दिया गया है।

व्यापारियों का कहना है कि पहले मुख्य सड़क का निर्माण पूरा किया जाना चाहिए और उसके बाद ही इंटरलॉकिंग टाइल्स लगाई जानी चाहिए, ताकि भविष्य में दोबारा निर्माण की आवश्यकता न पड़े और सरकारी धन की भी बचत हो सके।

नगर पालिका के अधिशासी अधिकारी संजय कुमार मिश्रा ने कहा कि मुख्य सड़क का निर्माण पूरा होने से पहले इंटरलॉकिंग टाइल्स लगाना उचित नहीं होगा। इस संबंध में निर्माण एजेंसियों से स्पष्टीकरण मांगा गया है और आवश्यक दिशा-निर्देश दिए गए हैं।

लोक निर्माण विभाग के सहायक अभियंता मुकुल नागपाल के अनुसार मंडी की ओर से सड़क निर्माण निर्धारित लेवल के अनुसार कराया जा रहा है, जबकि फ्लाईओवर की ओर का कार्य एचपीडीए द्वारा कराया जाएगा।

एचपीडीए के सचिव अमित कादियान ने बताया कि विभाग को लोक निर्माण विभाग का प्रस्ताव प्राप्त हो चुका है और नियमानुसार आगे की प्रक्रिया पूरी कर सड़क निर्माण कराया जाएगा।

Dispute Erupts Over Road Construction on Garh Road; Traders Raise Objections

Hapur: A fresh controversy has surfaced over the road construction work on Garh Road, where concerns regarding an elevated drain have already been troubling residents. On Friday, the Public Works Department (PWD) and the Municipal Council began road construction and interlocking tile installation from the Mandi side, prompting objections from local traders.

According to traders, carrying out the work in the current sequence could create more problems instead of solving existing ones. They argue that if interlocking tiles are installed before the main road level is finalized, the road and adjoining areas may end up at uneven levels, causing inconvenience to thousands of residents and motorists.

Residents have also expressed concerns that the drain, which is higher than the road surface, is preventing rainwater from flowing properly during heavy showers. They believe technical flaws in the drain's construction have contributed to recurring waterlogging in the area.

Officials had earlier planned to raise the level of nearly 600 meters of road near the flyover after severe waterlogging during recent rains. Meanwhile, construction from the Mandi side has already commenced.

Local traders have demanded that the main road be completed first and that interlocking tiles should only be laid afterward to avoid future reconstruction and unnecessary expenditure of public funds.

Municipal Executive Officer Sanjay Kumar Mishra stated that installing interlocking tiles before completing the main road would not be appropriate. He said the concerned agencies have been asked for clarification and instructed to proceed in the proper sequence.

PWD Assistant Engineer Mukul Nagpal said the road construction from the Mandi side is being carried out according to the approved levels, while the flyover-side work will be executed by HPDA.

HPDA Secretary Amit Kadian confirmed that the department has received the proposal from the Public Works Department and that the remaining work will be carried out as per official procedures.
