किसानों का हुंकार भरा ज्ञापन, MSP की कानूनी गारंटी से लेकर गन्ना भुगतान तक 11 मांगों पर डीएम से हस्तक्षेप की मांग

हापुड़। किसानों की विभिन्न समस्याओं और जनहित के मुद्दों को लेकर मंगलवार को किसान संगठनों ने जिला मुख्यालय पहुंचकर जिलाधिकारी को ज्ञापन सौंपा। ज्ञापन में किसानों ने खेती-किसानी से जुड़े राष्ट्रीय और स्थानीय मुद्दों को उठाते हुए सरकार और प्रशासन से तत्काल प्रभावी कार्रवाई की मांग की। किसानों ने कहा कि यदि उनकी मांगों पर शीघ्र निर्णय नहीं लिया गया तो आंदोलन को और व्यापक किया जाएगा।

ज्ञापन में सबसे प्रमुख मांग न्यूनतम समर्थन मूल्य (एमएसपी) की कानूनी गारंटी को लेकर उठाई गई। किसानों ने कहा कि फसलों की लागत लगातार बढ़ रही है, लेकिन उन्हें उपज का लाभकारी मूल्य नहीं मिल पा रहा है। ऐसे में एमएसपी को कानूनी अधिकार बनाया जाए, ताकि कोई भी व्यापारी किसानों से निर्धारित मूल्य से कम कीमत पर खरीद न कर सके।

किसानों ने अमेरिका के साथ प्रस्तावित किसी भी ऐसी ट्रेड डील का विरोध किया, जिससे भारतीय कृषि और किसानों के हित प्रभावित हों। उनका कहना था कि विदेशी कृषि उत्पादों को बढ़ावा मिलने से देश के किसानों की आर्थिक स्थिति कमजोर होगी।

ज्ञापन में किसानों और मजदूरों की संपूर्ण कर्जमाफी तथा खेती के लिए मुफ्त बिजली की मांग भी प्रमुखता से उठाई गई। किसानों का कहना है कि बढ़ती लागत, महंगे बीज, खाद और सिंचाई के खर्च ने खेती को घाटे का सौदा बना दिया है। ऐसे में सरकार को राहत पैकेज के रूप में कर्जमाफी और मुफ्त बिजली उपलब्ध करानी चाहिए।

भूमि अधिग्रहण के मुद्दे पर किसानों ने मांग की कि बिना किसान की सहमति के किसी भी भूमि का अधिग्रहण न किया जाए। यदि भूमि ली जाती है तो बाजार मूल्य का चार गुना मुआवजा दिया जाए। साथ ही जनपद में वर्तमान सर्किल रेट बढ़ाए जाने की भी मांग की गई।
गन्ना किसानों ने सिंभावली और बृजनाथपुर चीनी मिलों पर बकाया भुगतान लंबित होने का आरोप लगाते हुए कहा कि किसानों का करोड़ों रुपये का भुगतान अटका हुआ है। उन्होंने मांग की कि ब्याज सहित पूरा भुगतान तत्काल किसानों के खातों में भेजा जाए, ताकि वे अपने परिवार का भरण-पोषण और अगली फसल की तैयारी कर सकें।

आवारा और छुट्टा पशुओं की समस्या को गंभीर बताते हुए किसानों ने कहा कि फसलें लगातार नष्ट हो रही हैं। कई स्थानों पर हिंसक पशुओं के हमलों में किसानों की जान तक जा चुकी है, जबकि सड़क हादसों की घटनाएं भी बढ़ रही हैं। उन्होंने सभी छुट्टा पशुओं को गौशालाओं में भेजने की मांग की।
बिजली विभाग और विजिलेंस की कार्यशैली पर भी किसानों ने सवाल उठाए। उनका आरोप है कि छापेमारी के नाम पर किसानों का मानसिक उत्पीड़न किया जा रहा है और अवैध वसूली की शिकायतें लगातार सामने आ रही हैं। उन्होंने जर्जर विद्युत लाइनों को बदलने, अघोषित बिजली कटौती बंद करने और किसानों का उत्पीड़न रोकने की मांग की।

स्मार्ट मीटर के नाम पर नए बिजली कनेक्शन का शुल्क बढ़ाए जाने का भी किसानों ने विरोध किया। उनका कहना है कि पहले जहां करीब 1400 रुपये में नया कनेक्शन मिल जाता था, वहीं अब लगभग 7500 रुपये वसूले जा रहे हैं। किसानों ने इसे तत्काल वापस लेकर पुरानी व्यवस्था लागू करने की मांग की।
खाद और यूरिया की किल्लत तथा कालाबाजारी का मुद्दा उठाते हुए किसानों ने प्रशासन से दोषियों के खिलाफ कड़ी कार्रवाई करने और सभी समितियों पर पर्याप्त मात्रा में खाद उपलब्ध कराने की मांग की। ज्ञापन में पर्यावरण संरक्षण को लेकर भी चिंता जताई गई। किसानों ने आरोप लगाया कि अधिकारियों की मिलीभगत से प्रतिबंधित पेड़ों का अवैध कटान और अवैध खनन हो रहा है। साथ ही सड़कों पर दौड़ रहे अनधिकृत डग्गामार वाहनों के खिलाफ सख्त अभियान चलाने की मांग की गई।

गंगा एक्सप्रेस-वे के निर्माण में खामियों का जिक्र करते हुए किसानों ने सर्विस रोड पर स्ट्रीट लाइट और स्पीड ब्रेकर लगाने, अंडरपासों में जलभराव की स्थायी व्यवस्था करने तथा जहां सर्विस रोड अधूरी है वहां निर्माण कार्य शीघ्र पूरा कराने की मांग की। किसानों का कहना है कि इन कमियों के कारण आए दिन दुर्घटनाएं हो रही हैं।

ज्ञापन के अंत में किसानों ने चेतावनी दी कि यदि उनकी मांगों पर गंभीरता से विचार कर समाधान नहीं किया गया तो वे लोकतांत्रिक तरीके से बड़े स्तर पर आंदोलन करने को मजबूर होंगे। उन्होंने जिलाधिकारी से मांग की कि सभी बिंदुओं पर राज्य और केंद्र सरकार को शीघ्र संस्तुति भेजी जाए, ताकि किसानों और आम जनता को राहत मिल सके।

Farmers Submit Strong Memorandum, Seek DM's Intervention on 11 Key Demands Including Legal MSP Guarantee and Sugarcane Dues
Hapur: Farmer organizations on Tuesday submitted a memorandum to the District Magistrate, highlighting a range of agricultural and public interest issues. The farmers urged the administration and the government to take immediate action on their demands, warning that they would intensify their protest if the issues remain unresolved.

The primary demand in the memorandum was a legal guarantee for the Minimum Support Price (MSP). Farmers stated that while cultivation costs continue to rise, they are not receiving fair prices for their produce. They demanded that MSP be made legally enforceable so that no trader can purchase crops below the government-declared price.

The farmers also opposed any proposed trade agreement with the United States that could negatively impact Indian agriculture. They argued that allowing greater access to foreign agricultural products would weaken the economic condition of Indian farmers.

The memorandum further called for a complete waiver of loans for farmers and agricultural workers, along with free electricity for farming purposes. According to the farmers, increasing input costs, including expensive seeds, fertilizers, and irrigation, have made agriculture financially unsustainable.

On the issue of land acquisition, the farmers demanded that no land be acquired without the consent of the landowner. If acquisition is unavoidable, they insisted on compensation amounting to four times the prevailing market value. They also sought an increase in the current circle rates across the district.

Sugarcane growers raised concerns over pending payments from Simbhaoli and Brijnathpur sugar mills, alleging that crores of rupees remain unpaid. They demanded immediate release of all outstanding dues along with interest to help farmers manage household expenses and prepare for the next crop season.

The memorandum also highlighted the growing problem of stray cattle, which farmers said are destroying crops and causing road accidents. They urged the administration to ensure that all stray animals are shifted to designated shelters.
Farmers criticized the functioning of the electricity department and vigilance teams, alleging harassment during inspection drives and illegal recoveries. They demanded replacement of dilapidated power lines, an end to unscheduled power cuts, and protection of farmers from unnecessary harassment.

Opposing the increased charges for new electricity connections under the smart meter system, the farmers claimed that the cost has risen from around ₹1,400 to nearly ₹7,500. They demanded that the hike be withdrawn and the previous fee structure restored.
The delegation also raised concerns over the shortage and black marketing of fertilizers, particularly urea, urging strict action against those involved and ensuring adequate fertilizer supply at cooperative societies.

Expressing concern over environmental issues, the farmers alleged that illegal tree felling and illegal mining are continuing with the alleged involvement of officials. They also demanded strict action against unauthorized commercial vehicles operating illegally on public roads.
Referring to the Ganga Expressway, the farmers pointed out several construction-related shortcomings. They demanded installation of streetlights and speed breakers on service roads, permanent drainage solutions to prevent waterlogging in underpasses, and speedy completion of unfinished service roads. According to them, these deficiencies are contributing to frequent road accidents.

Concluding the memorandum, the farmers warned that if their demands are not addressed seriously, they would be compelled to launch a large-scale democratic protest. They urged the District Magistrate to forward their recommendations to both the State and Central Governments for prompt action to safeguard the interests of farmers and the general public.
