हापुड़। शासन और जिला प्रशासन शहर को अतिक्रमण मुक्त बनाने के लिए लगातार अभियान चला रहे हैं। मुख्यमंत्री और जिलाधिकारी द्वारा भी अधिकारियों को स्पष्ट निर्देश दिए गए हैं कि अवैध अतिक्रमण किसी भी सूरत में बर्दाश्त नहीं किया जाएगा। इसके बावजूद हापुड़ नगर के गोल मार्केट क्षेत्र में नगर पालिका की कार्रवाई सवालों के घेरे में आ गई है।

कुछ दिन पहले जिलाधिकारी के निर्देश पर नगर पालिका की टीम राजस्व निरीक्षक सुनील सिंह के नेतृत्व में बुलडोजर लेकर गोल मार्केट पहुंची थी। इस दौरान सड़क किनारे लगी अवैध दुकानों और अतिक्रमण को हटाते हुए सख्त कार्रवाई की गई। कार्रवाई के दौरान अधिकारियों ने भविष्य में दोबारा अतिक्रमण न करने की चेतावनी भी दी थी।

हालांकि, स्थानीय लोगों का कहना है कि बुलडोजर अभियान समाप्त होने के कुछ ही समय बाद वही अवैध दुकानें फिर से पुराने स्थानों पर सज गईं। ऐसे में लाखों रुपये खर्च कर चलाए गए अतिक्रमण विरोधी अभियान की प्रभावशीलता पर सवाल उठने लगे हैं। लोगों का कहना है कि यदि कार्रवाई के अगले ही दिन दोबारा अतिक्रमण हो जाता है तो फिर अभियान का उद्देश्य क्या रह जाता है।

मामले की जानकारी लेने के लिए जब नगर पालिका अधिशासी अधिकारी (ईओ) से संपर्क करने का प्रयास किया गया तो वह कार्यालय में मौजूद नहीं मिले। इसके बाद बुलडोजर अभियान का नेतृत्व करने वाले राजस्व निरीक्षक सुनील सिंह से इस संबंध में सवाल पूछे गए। उनसे पूछा गया कि कार्रवाई के बावजूद दोबारा अवैध दुकानें कैसे लग गईं और इसकी जिम्मेदारी किसकी है।

सवालों के जवाब में राजस्व निरीक्षक सुनील सिंह किसी भी प्रकार की प्रतिक्रिया देने से बचते नजर आए। उन्होंने कहा कि वह इस समय कोई जवाब नहीं दे सकते और उन्हें एक बैठक में जाना है। बार-बार पूछे जाने पर भी उन्होंने कार्रवाई के बाद दोबारा हुए अतिक्रमण पर कोई स्पष्ट जवाब नहीं दिया। गौरतलब है कि बुलडोजर कार्रवाई के दौरान नगर पालिका के अधिकारी कैमरे के सामने अभियान की सफलता और सख्ती का दावा करते हैं, लेकिन उसी स्थान पर दोबारा अतिक्रमण होने के बाद अधिकारी जवाब देने से बचते दिखाई दिए।

स्थानीय लोगों का कहना है कि गोल मार्केट नगर पालिका कार्यालय से महज कुछ दूरी पर स्थित है, जहां से अधिकारियों का रोजाना आना-जाना रहता है। इसके बावजूद दोबारा हुए अतिक्रमण पर समय रहते कोई कार्रवाई न होना कई सवाल खड़े कर रहा है। अब लोगों के बीच यह चर्चा है कि आखिर नगर पालिका की कार्रवाई को धता बताकर दोबारा अवैध दुकानें किसके संरक्षण में लग रही हैं और इसके लिए जवाबदेही किसकी तय होगी।

Bulldozer Rolled In, Encroachments Cleared… But Shops Returned the Very Next Day; Municipal Officials Avoid Questions

Hapur: The Uttar Pradesh government and the district administration have been running continuous anti-encroachment drives to make cities free from illegal occupation. The Chief Minister and the District Magistrate have also directed officials to ensure that illegal encroachments are not tolerated under any circumstances. However, the recent action by the Hapur Municipal Council in the Gol Market area has raised serious questions.

A few days ago, acting on the instructions of the District Magistrate, a municipal team led by Revenue Inspector Sunil Singh reached Gol Market with a bulldozer and removed several illegally occupied roadside shops. During the operation, officials also warned encroachers not to occupy public land again.

However, according to local residents, the same illegal shops reappeared at their original locations shortly after the demolition drive. This has raised concerns over the effectiveness of the anti-encroachment campaign, despite the resources and public funds spent on the operation. Residents questioned the purpose of such drives if encroachments return almost immediately after the action.

When attempts were made to seek a response from the Executive Officer (EO) of the Municipal Council, he was reportedly unavailable in his office. Later, Revenue Inspector Sunil Singh, who led the bulldozer operation, was asked how the illegal shops had returned despite the enforcement action and who should be held accountable.

In response, Sunil Singh declined to comment, saying he could not answer the questions at that time because he had to attend a meeting. Even after repeated questions, he did not provide any clear explanation regarding the reappearance of the encroachments.

It is noteworthy that during the demolition drive, municipal officials publicly claimed that the operation had been carried out strictly and successfully. However, after the alleged return of the encroachments at the same location, officials appeared reluctant to respond to questions.

Local residents pointed out that Gol Market is located just a short distance from the Municipal Council office, where officials pass through regularly. Despite this, they alleged that no timely action was taken after the shops reportedly returned. Residents are now questioning under whose protection the alleged illegal encroachments have reappeared and who will ultimately be held accountable for the situation.
