हापुड़। जिले में चल रही चकबंदी एवं अंश निर्धारण प्रक्रिया को पूरी तरह पारदर्शी, निष्पक्ष और विवादमुक्त बनाने के उद्देश्य से जिलाधिकारी कविता मीना ने गुरुवार को तहसील हापुड़ व धौलाना के ग्राम चितौली और चिचोई का स्थलीय निरीक्षण किया। इस दौरान उन्होंने खेतों में पहुंचकर काश्तकारों से सीधे संवाद किया, उनकी समस्याएं सुनीं और अधिकारियों को स्पष्ट निर्देश दिए कि किसी भी किसान के साथ अन्याय न हो तथा प्रत्येक पात्र काश्तकार को उसकी मूल जोत, मूल्यांकन और नियमानुसार चक आवंटित किया जाए।

निरीक्षण के दौरान जिलाधिकारी ने चकबंदी विभाग एवं राजस्व अधिकारियों से अंश निर्धारण की प्रगति की जानकारी ली। उन्होंने कहा कि पूरी प्रक्रिया कानून के अनुरूप एवं पूरी पारदर्शिता के साथ संपन्न होनी चाहिए। यदि किसी किसान को किसी प्रकार की आपत्ति है तो उसे गंभीरता से सुनकर नियमानुसार समयबद्ध कार्रवाई की जाए।

उन्होंने अधिकारियों को निर्देश दिए कि अंश निर्धारण से संबंधित प्राप्त सभी आपत्तियों का धारा-9, धारा-10 एवं धारा-20 के तहत निर्धारित समय सीमा में निस्तारण सुनिश्चित किया जाए। किसी भी पात्र किसान को चक आवंटन से वंचित नहीं रखा जाए तथा वरासत, बंटवारा और त्रुटि सुधार से जुड़े मामलों को प्राथमिकता के आधार पर निपटाया जाए।

डीएम ने कहा कि राजस्व एवं चकबंदी विभाग की संयुक्त टीम किसानों की मौजूदगी में खेतों की पैमाइश कराए और मेड़बंदी का कार्य भी मौके पर ही कराया जाए, ताकि भविष्य में किसी प्रकार का विवाद उत्पन्न न हो। उन्होंने यह भी निर्देश दिए कि चक मार्ग, सिंचाई नालियां, खलिहान, खाद के गड्ढे, आबादी क्षेत्र और अन्य सार्वजनिक स्थलों को नियमानुसार सुरक्षित रखा जाए।

जिलाधिकारी ने गांव में मुनादी एवं चौपाल के माध्यम से किसानों को अंश निर्धारण, चक आवंटन और अपील की प्रक्रिया की विस्तृत जानकारी देने के भी निर्देश दिए, ताकि कोई भी किसान जानकारी के अभाव में अपने अधिकारों से वंचित न रहे।

डीएम कविता मीना ने कहा, "चकबंदी का उद्देश्य किसानों को बेहतर कृषि व्यवस्था उपलब्ध कराना है, इसलिए पूरी प्रक्रिया पारदर्शी और निष्पक्ष होगी। किसी भी किसान के साथ भेदभाव नहीं किया जाएगा। प्रत्येक काश्तकार को उसकी मूल जोत और निर्धारित मूल्यांकन के अनुसार चक मिलेगा। यदि किसी किसान को किसी प्रकार की आपत्ति है तो वह लिखित रूप में प्रस्तुत करें, उसका नियमानुसार और समयबद्ध निस्तारण कराया जाएगा। राजस्व एवं चकबंदी विभाग संयुक्त रूप से मौके पर जाकर किसानों की मौजूदगी में पैमाइश और मेड़बंदी सुनिश्चित करेंगे। शासन की मंशा है कि चकबंदी प्रक्रिया पूरी तरह विवादमुक्त, पारदर्शी और किसानों के हितों के अनुरूप संपन्न हो, जिसके लिए जिला प्रशासन पूरी गंभीरता से कार्य कर रहा है।"

DM Visits Villages to Review Land Consolidation Process, Assures Transparency and Fairness

Hapur | July 2, 2026: District Magistrate Kavita Meena visited Chitauli and Chichoi villages under Hapur and Dhaulana tehsils on Thursday to inspect the ongoing land consolidation (Chakbandi) and share determination (Ansh Nirdharan) process. During the visit, she interacted directly with farmers, listened to their grievances and objections, and reviewed the progress of the proceedings on the spot.

The District Magistrate directed officials to ensure that the share determination process is carried out with complete transparency, fairness, and in accordance with the law. She emphasized that every eligible farmer must be allotted land based on the value of their original holding, with proper access to roads, irrigation channels, and other essential facilities.

She instructed officials to dispose of all objections related to share determination in a time-bound manner under the relevant provisions of the law, including Sections 9, 10, and 20. She further directed that no eligible farmer should be deprived of land allotment and that cases related to inheritance, partition, and correction of records should be given priority.

The DM also instructed the Revenue and Consolidation Department teams to jointly conduct field measurements in the presence of farmers and complete boundary demarcation to avoid future disputes. She stressed that village roads, irrigation canals, threshing grounds, manure pits, residential areas, and other public utility spaces must be preserved as per the prescribed norms.

To ensure awareness among villagers, she directed officials to organize public announcements and village meetings to educate farmers about the share determination process, land allotment, and the procedure for filing appeals.

Speaking during the inspection, District Magistrate Kavita Meena said: "The land consolidation process must be transparent, fair, and free from any discrimination. Every eligible cultivator will receive land according to the value of their original holding and the applicable rules. If any farmer has an objection, it should be submitted in writing, and it will be resolved strictly as per the law within the stipulated time. Revenue and Consolidation officials have been instructed to carry out field measurements and boundary demarcation in the presence of farmers. The district administration is committed to ensuring that the entire consolidation process is completed transparently, fairly, and in the best interest of the farming community."
