हापुड़। 24 घंटे तक लगातार हुई मूसलाधार बारिश ने हापुड़ शहर की जल निकासी व्यवस्था की पोल खोलकर रख दी। शहर के प्रमुख बाजारों, मुख्य मार्गों और कई गली-मोहल्लों में जलभराव होने से आम जनजीवन पूरी तरह प्रभावित रहा। दुकानों के सामने पानी भर गया, राहगीरों और वाहन चालकों को भारी परेशानियों का सामना करना पड़ा। जलभराव को लेकर लोगों में आक्रोश बढ़ने के बाद नगर पालिका प्रशासन हरकत में आया और पालिका के अधिशासी अधिकारी (ईओ) संजय मिश्रा सफाई व्यवस्था का निरीक्षण करने शहर की सड़कों पर पहुंचे।

इसी दौरान अतरपुरा क्षेत्र से सामने आई तस्वीरों ने नगर पालिका की कार्यप्रणाली पर गंभीर सवाल खड़े कर दिए। मौके पर नालों की सफाई के लिए मजदूरों को बिना किसी सुरक्षा उपकरण के गंदे और गहरे पानी में उतार दिया गया। सफाईकर्मियों के पास न तो सुरक्षा बेल्ट थी, न हेलमेट, न दस्ताने और न ही किसी प्रकार के अन्य सुरक्षा संसाधन उपलब्ध कराए गए। जबकि पालिका के अधिकारी मौके पर मौजूद रहकर सफाई कार्य कराते रहे।

स्थानीय लोगों का कहना है कि बारिश से पहले यदि नालों और नालियों की नियमित सफाई कराई जाती तो शहर को जलभराव की समस्या का सामना नहीं करना पड़ता। लोगों ने यह भी सवाल उठाया कि नगर पालिका द्वारा नालों की सफाई के लिए करोड़ों रुपये की आधुनिक मशीनें खरीदी गई हैं, लेकिन जरूरत पड़ने पर उनका उपयोग नहीं किया गया। मशीनों की जगह मजदूरों को सीधे गंदे और गहरे नालों में उतारना उनकी जान को खतरे में डालने जैसा है।

नालों में उतरकर सफाई करना हमेशा जोखिम भरा कार्य माना जाता है। ऐसे कार्य के दौरान जहरीली गैस, फिसलन, करंट और डूबने जैसी दुर्घटनाओं का खतरा बना रहता है। इसके बावजूद यदि सुरक्षा मानकों की अनदेखी की जाए तो किसी भी समय बड़ा हादसा हो सकता है। यही वजह है कि सुरक्षा नियमों के पालन को लेकर भी सवाल उठ रहे हैं।

बारिश के बाद शहर में जलनिकासी व्यवस्था को लेकर नगर पालिका की तैयारियों पर भी प्रश्नचिह्न लग गए हैं। नागरिकों का कहना है कि यदि समय रहते नालों की सफाई और मशीनों का उपयोग किया जाता तो शहर को इस स्थिति का सामना नहीं करना पड़ता। अब लोग जिम्मेदार अधिकारियों की जवाबदेही तय करने और भविष्य में ऐसी लापरवाही रोकने की मांग कर रहे हैं।

नगरपालिका ईओ ने कहा कि नगरपालिका के द्वारा शहर में साफ सफाई की व्यवस्थाएं दुरुस्त की गई है मगर बारिश में नालों में डाट लगे होने के कारण जलनिकासी नहीं हो पाती। नालों में सफाई करते समय नालों से बोरियां, पालोथीन और भरी मात्रा में कूड़ा फंसा हुआ निकला है। ईओ ने जनता से अपील की घरो के कूड़े को नालियों में ना फेंके नगरपालिका की गाड़ियों घरों का कूड़ा उठाने के लिए काॅलोनियों में जाती है उनको अपना कूड़ा दे नालियों में कूड़ा ना फेंके। ईओ ने कहा जल्द ही जलभराव की समस्याओं से लोगों को निजात दिलाई जाएगी।

Municipality Springs Into Action After Rain; Sanitation Workers Sent Into Drains Without Safety Gear, Raising Serious Questions

Hapur: Continuous heavy rainfall for nearly 24 hours exposed the poor drainage system in Hapur city, leaving major markets, main roads, and several residential areas waterlogged. The flooding disrupted normal life, with shopkeepers, commuters, and motorists facing severe inconvenience. Following growing public outrage over the situation, the Municipal Council administration swung into action, and Executive Officer (EO) Sanjay Mishra inspected sanitation and drainage operations across the city.

However, visuals from the Atarpura area sparked serious concerns over the municipality's working practices. During drain-cleaning operations, sanitation workers were reportedly made to enter deep, filthy drains without any protective equipment. The workers were seen without safety belts, helmets, gloves, or any other essential protective gear, while municipal officials supervised the operation from the site.

Residents alleged that if drains and sewers had been cleaned before the monsoon, the city would not have faced such widespread waterlogging. They also questioned why modern drain-cleaning machines worth crores of rupees, reportedly purchased by the municipality, were not used during the emergency. Instead, workers were sent directly into hazardous drains, putting their lives at risk.

Cleaning drains manually is considered a high-risk task due to the possibility of toxic gases, slippery surfaces, electric shocks, and drowning hazards. Citizens argued that ignoring mandatory safety protocols could lead to a serious accident and called for strict adherence to worker safety standards.

The incident has also raised questions about the municipality's preparedness for the monsoon season. Residents demanded accountability from the authorities and urged the administration to ensure regular pre-monsoon maintenance and proper use of available machinery to prevent similar situations in the future.

Municipal Executive Officer Sanjay Mishra stated that the municipality had carried out sanitation arrangements across the city, but drainage was affected because several drains were blocked. According to him, large quantities of plastic bags, sacks, polythene, and other solid waste were removed during the cleaning drive.

He appealed to residents not to dump household waste into drains and instead hand it over to the municipal waste collection vehicles that visit residential colonies regularly. Mishra assured that the municipality is working to improve the drainage system and that the problem of waterlogging will be addressed at the earliest.
