विवादित जमीन पर कब्जे को लेकर डीएम से निष्पक्ष जांच की मांग

हापुड़। थाना हापुड़ देहात क्षेत्र के ततारपुर स्थित एसबीएम अरोमा वर्ल्ड प्रोजेक्ट की जमीन को लेकर एक बार फिर विवाद गहरा गया है। खुद को परियोजना का डेवलपर बताने वाले जगपाल मावी ने जिलाधिकारी को शिकायती पत्र देकर आरोप लगाया है कि थाना हापुड़ देहात पुलिस ने भूमाफिया अमन चौधरी और उसके साथियों को कथित रूप से संरक्षण देते हुए उनकी मौजूदगी के बिना जमीन का ताला खुलवाकर अवैध कब्जा करा दिया। मामले में निष्पक्ष जांच कर कार्रवाई और कब्जा वापस दिलाने की मांग की गई है।

शिकायत के अनुसार, जगपाल मावी ने बताया कि वह ग्राम ततारपुर स्थित एसबीएम अरोमा वर्ल्ड प्रोजेक्ट के अंतर्गत आने वाली करीब 2.17 लाख वर्ग गज भूमि पर वर्ष 2019 से डेवलपर के रूप में कार्य कर रहे हैं और भूमि उनके कब्जे में थी। उनका कहना है कि 27 जून 2026 को उनकी अनुपस्थिति में अमन चौधरी अपने कई साथियों के साथ मौके पर पहुंचा और वहां मौजूद कर्मचारियों के साथ मारपीट की। आरोप है कि परिसर में तोड़फोड़ की गई, सीसीटीवी कैमरे और डीवीआर तोड़कर ले जाए गए तथा एक लाइसेंसी राइफल भी लूट ली गई।

शिकायत में कहा गया है कि घटना की सूचना मिलने पर थाना हापुड़ देहात पुलिस मौके पर पहुंची थी और पुलिस ने परिसर में खड़ी गाड़ियों को अंदर रखकर बाहर से चैन और ताला लगाकर स्थल को सील कर दिया था। इसके फोटो और वीडियो भी होने का दावा किया गया है।

पीड़ित का आरोप है कि शुक्रवार को उन्हें जानकारी मिली कि थाना हापुड़ देहात पुलिस ने बिना उनकी सूचना और अनुमति के वही ताला खुलवा दिया तथा अमन चौधरी और उसके 25 से 30 समर्थकों को परिसर में प्रवेश कराकर कब्जा दिला दिया। उनका कहना है कि परिसर के भीतर उनका कीमती सामान, महत्वपूर्ण दस्तावेज और अन्य सामग्री रखी हुई है, जिससे नुकसान की आशंका है।

शिकायत में यह भी कहा गया है कि भूमि विवाद को लेकर उपजिलाधिकारी सदर की अदालत में धारा 145 की कार्रवाई के तहत मामला विचाराधीन है। इसके अलावा दिल्ली हाईकोर्ट में भी इसी भूमि से संबंधित सिविल वाद लंबित बताया गया है। ऐसे में पुलिस द्वारा एक पक्ष को परिसर में प्रवेश की अनुमति किस आधार पर दी गई, इस पर सवाल उठाए गए हैं।

जगपाल मावी ने जिलाधिकारी से पूरे मामले की निष्पक्ष जांच कराने, कथित भूमाफिया एवं उसके साथियों के खिलाफ मुकदमा दर्ज करने और उन्हें जमीन से हटाकर दोबारा कब्जा दिलाने की मांग की है। यह समाचार शिकायतकर्ता द्वारा जिलाधिकारी को दिए गए प्रार्थना पत्र में लगाए गए आरोपों पर आधारित है। आरोपों की स्वतंत्र पुष्टि नहीं हुई है तथा पुलिस या दूसरे पक्ष का पक्ष सामने आने पर उसे भी प्रमुखता से प्रकाशित किया जाएगा।

Hapur Rural Police Accused of Helping Land Mafia Take Possession of Disputed Property

Hapur: A fresh controversy has emerged over a disputed land parcel under the SBM Aroma World Project in Tatarpur village of Hapur district. Jagpal Mavi, who claims to be the developer of the project, has submitted a complaint to the District Magistrate alleging that officials of Hapur Dehat Police illegally unlocked the property and facilitated the forcible possession of the land by alleged land mafia Aman Chaudhary and his associates.

According to the complaint, Jagpal Mavi has been working as the developer of the approximately 217,781.91 square yards project land since 2019 and claims to have been in lawful possession of the property.

He alleged that on June 27, 2026, while he was away in Noida, Aman Chaudhary, accompanied by around 40–50 armed men, entered the premises, assaulted security guards and staff, vandalized the property, damaged CCTV cameras, took away the DVR system, and allegedly looted a licensed rifle before fleeing. Mavi further claimed that the accused left behind a Brezza car at the site, after which Hapur Dehat Police reached the spot, parked the vehicles inside the premises, and locked the property with an iron chain. He said photographs and videos of the police action are available with him.

In his latest complaint, Mavi alleged that on July 17, Hapur Dehat Police, without informing or obtaining permission from him, opened the lock and allowed Aman Chaudhary along with 25–30 supporters to enter and occupy the property. He claimed that valuable belongings, important documents and cash are still inside the premises, raising concerns of financial loss.

The complainant also pointed out that proceedings under Section 145 of the Code of Criminal Procedure regarding the disputed land are pending before the Sub-Divisional Magistrate (Sadar), and a related civil suit (CS/OS-809/2024) is also pending before the Delhi High Court. He questioned the legal basis on which the police allegedly permitted one party to enter the disputed property despite the matter being sub judice.

Jagpal Mavi has urged the District Magistrate to order a fair investigation, register an FIR against the accused persons, remove the alleged illegal occupants from the property, and restore possession to him.

The allegations are based solely on the complaint submitted by the complainant. An official response from Hapur Dehat Police or the other party was not immediately available at the time of filing this report.
