डायग्नोस्टिक सेंटर संचालक ने डीएम से लगाई न्याय की गुहार, झूठे प्रचार और जबरन वसूली का लगाया आरोप

हापुड़ के राजेंद्र नगर स्थित डायग्नोस्टिक सेंटर संचालक ने जिलाधिकारी को प्रार्थना पत्र देकर कुछ लोगों पर झूठा प्रचार, बार-बार हंगामा, मरीजों को डराने और जबरन धन मांगने के आरोप लगाए। संचालक ने निष्पक्ष जांच और दोषियों पर कार्रवाई की मांग की है।

हापुड़। राजेंद्र नगर स्थित एक निजी डायग्नोस्टिक सेंटर के संचालक ने शुक्रवार को जिलाधिकारी को प्रार्थना पत्र सौंपकर कुछ लोगों पर उनके संस्थान की छवि खराब करने, मरीजों को डराने, बार-बार हंगामा करने और जबरन धन उगाही करने का गंभीर आरोप लगाया है। संचालक ने पूरे मामले की निष्पक्ष जांच कराकर दोषियों के विरुद्ध कार्रवाई की मांग की है।

प्रार्थना पत्र में संचालक ने बताया कि उनका हेल्थ केयर डायग्नोस्टिक सेंटर पिछले करीब छह वर्षों से राजेंद्र नगर, अमरदीप कॉलोनी में सभी सरकारी नियमों और वैधानिक स्वीकृतियों के साथ संचालित हो रहा है। संस्थान के पास सीएमओ कार्यालय का पंजीकरण, PCPNDT अधिनियम के तहत आवश्यक अनुमतियां, एक्स-रे लाइसेंस, एईआरबी (Atomic Energy Regulatory Board) की स्वीकृति, प्रदूषण संबंधी प्रमाणपत्र, फायर एनओसी सहित अन्य सभी जरूरी दस्तावेज उपलब्ध हैं। उन्होंने कहा कि प्रशासन जब चाहे सभी मूल अभिलेख जांच के लिए प्रस्तुत किए जा सकते हैं।

संचालक का आरोप है कि सेंटर से लगभग 100 मीटर दूर रहने वाले कुछ लोग पिछले करीब एक वर्ष से लगातार झूठी शिकायतें कर रहे हैं। ये लोग मरीजों और उनके परिजनों के सामने संस्थान के बारे में गलत जानकारी देकर बदनाम करने का प्रयास करते हैं, जिससे सेंटर की प्रतिष्ठा प्रभावित हो रही है।

उन्होंने बताया कि करीब एक वर्ष पहले भी इसी प्रकार का विवाद हुआ था। उस समय क्षेत्र में शांति बनाए रखने के लिए स्थानीय स्तर पर बैठक हुई थी। बैठक में संबंधित लोगों ने गली में बैरियर लगाने तथा मरीजों के वाहनों को केवल निजी पार्किंग में खड़ा करने की शर्त रखी। आरोप है कि इसके साथ ही उनसे चार हजार रुपये प्रतिमाह की मांग भी की गई, जिसे विवाद समाप्त करने और शांति बनाए रखने के उद्देश्य से कुछ समय तक दिया गया। इसके बावजूद विरोध और हंगामा बंद नहीं हुआ।

प्रार्थना पत्र में यह भी कहा गया है कि कुछ लोग आमजन के बीच यह प्रचार कर रहे हैं कि डायग्नोस्टिक सेंटर से निकलने वाला रेडिएशन आसपास रहने वाले लोगों के स्वास्थ्य के लिए खतरा है। संचालक ने इन आरोपों को पूरी तरह निराधार बताते हुए कहा कि सीटी स्कैन और एक्स-रे कक्ष एईआरबी के निर्धारित सुरक्षा मानकों के अनुरूप लीड शील्डिंग से निर्मित हैं, जिससे रेडिएशन कमरे के बाहर नहीं निकलता। वहीं एमआरआई मशीन आयनकारी विकिरण पर नहीं, बल्कि मैग्नेटिक फील्ड और रेडियो वेव्स के सिद्धांत पर कार्य करती है।

उन्होंने यह भी बताया कि उन्हें पूर्व में एचपीडीए की ओर से नोटिस मिला था, जिसका उत्तर सभी आवश्यक दस्तावेजों के साथ नियमानुसार प्रस्तुत किया जा चुका है। उन्होंने कहा कि वह किसी भी सरकारी जांच में पूरा सहयोग देने को तैयार हैं।

संचालक ने जिलाधिकारी से मांग की है कि सक्षम अधिकारियों से उनके संस्थान की निष्पक्ष जांच कराई जाए। यदि सेंटर सभी मानकों के अनुरूप संचालित पाया जाता है तो झूठी शिकायत करने, मरीजों को डराने, कार्य में बाधा पहुंचाने और संस्थान की छवि खराब करने वालों के खिलाफ कानूनी कार्रवाई की जाए। साथ ही सेंटर के शांतिपूर्ण संचालन के लिए पुलिस सुरक्षा उपलब्ध कराने की भी मांग की गई है। फिलहाल प्रशासन की ओर से प्रार्थना पत्र प्राप्त होने के बाद मामले की जांच कर आवश्यक कार्रवाई किए जाने की संभावना है।

Diagnostic Centre Owner Seeks Fair Probe, Alleges Defamation, Repeated Protests and Extortion Attempt

Hapur, Uttar Pradesh: The owner of a private diagnostic centre in Rajendra Nagar, Hapur, has submitted a memorandum to the District Magistrate alleging that a group of individuals has been repeatedly attempting to tarnish the reputation of his legally operated medical facility through false allegations, public protests, misinformation and alleged demands for money. He has requested an impartial investigation and strict legal action against those found guilty.

According to the complaint, the Health Care Diagnostic Centre, located in Rajendra Nagar, Amardeep Colony, has been operating legally for nearly six years with all mandatory approvals and registrations. The owner stated that the centre possesses all required statutory documents, including registration from the Chief Medical Officer (CMO), permissions under the PCPNDT Act, an X-ray licence, approvals from the Atomic Energy Regulatory Board (AERB), Pollution Control certification, Fire NOC and other necessary government clearances.

The complainant stated that if the district administration wishes, he is ready to produce all original documents for verification at any time.

In his representation, the owner alleged that a few residents living about 100 metres inside a nearby lane have been lodging repeated complaints against the diagnostic centre for nearly a year. He claimed that these individuals frequently create disturbances at the premises, spread misinformation in front of patients and their attendants and deliberately damage the reputation of the institution.

He further claimed that about a year ago, a meeting was held with local residents in an effort to maintain peace. During the meeting, it was agreed that an iron barrier would be installed in the lane and that patients' vehicles would be parked only in the centre's private parking area. The owner also alleged that he was asked to pay ₹4,000 per month, which he paid for some time to avoid disputes and maintain harmony. However, despite this, the alleged harassment and protests continued.

The memorandum also addresses allegations being circulated regarding radiation exposure. The owner termed these claims completely false and misleading, stating that the CT Scan and X-ray rooms are constructed with lead shielding as per AERB and Government of India safety standards, preventing radiation from escaping outside the rooms. He further clarified that MRI technology does not use ionizing radiation and operates through magnetic fields and radio waves. He maintained that all equipment at the centre complies with prescribed safety norms and undergoes regular inspections.

The owner also informed the District Magistrate that he had earlier received a notice from the Hapur-Pilkhuwa Development Authority (HPDA), to which he had already submitted a detailed reply along with all required documents. He reiterated that he is fully prepared to cooperate with any impartial inquiry.

Through the memorandum, he has requested the district administration to conduct a comprehensive inspection of the diagnostic centre's licences, documents and medical equipment through competent authorities. He has further urged that if the centre is found to be operating in accordance with all legal and regulatory requirements, appropriate legal action should be taken against those allegedly filing false complaints, creating disturbances, intimidating patients and damaging the institution's reputation.

The owner has also sought police protection for himself and his staff to ensure that healthcare services can continue without fear or disruption.The district administration is expected to examine the complaint and take appropriate action after due investigation.
